Dear Members of the Senate:

We, the undersigned leaders in public health and medicine from across the country, including members of the National Academies of Sciences, Engineering, and Medicine, urge you to rapidly pass legislation based on evidence-based approaches to reduce the enormous toll of gun violence in the United States. Among this letter’s signatories are people who have spent decades studying ways to increase gun safety and reduce firearm deaths, along with other scientists and leaders in health.

Millions of Americans each year are affected by gun-related tragedies in their workplaces, schools, families, and communities. In 2020 alone, there were a staggering 45,222 firearm deaths in the U.S.—a 43% increase from a decade before.  Already in 2022, there have been more than 250 mass shootings.  Our homicide rate in the U.S. is eight times as high as that of the average high-income country—largely because our rate of firearm homicides is 25 times higher. Moreover, historically marginalized Americans suffer far higher rates of firearm homicides with devastating impacts on families and communities while high rates of firearm suicides in the U.S. drive despair and disrupt families disproportionately in small towns and rural areas.

There is good scientific evidence for policies that would work to reduce deaths from firearms and simultaneously protect the rights of law-abiding gun owners.  We believe that the science can guide us to policies to achieve both of these objectives. These include:

  • First, we need to keep firearms out of the hands of those most likely to commit violent crimes. Prohibiting all firearm purchases and transfers to individuals who have committed violent crimes or have domestic violence restraining orders has been shown to work. Implementing this and other measures requires universal background checks.

  • Second, firearms recently surpassed car crashes to become the leading cause of death among American children. Child access prevention and safe gun storage laws protect our children and families from gun suicides and unintentional gun deaths.

  • Third, all states have driver licensing and training requirements for obvious safety reasons. Firearm licensing and training requirements are similarly needed, especially for people obtaining guns for the first time, and have been shown to reduce gun homicide, suicide, and mass shootings.

  • Finally, the deadliest mass shootings are fueled by the use of firearms with large-capacity magazines. Evidence supports taking action on large-capacity magazines as a way to significantly lower deaths in mass shootings.

 

Strong scientific evidence was forged in the “laboratory of the states”, meticulously comparing the experiences of states with and without certain laws over time. An increase in federal funding of gun violence prevention research would greatly benefit our knowledge of which solutions to gun violence work for our communities, and importantly, which do not.

We are heartened to see initial bipartisan agreement on taking immediate steps in some of these areas. We urge you to act rapidly to enact legislation in every area where agreement can be reached on evidence-based approaches to reduce firearm injuries and deaths from homicides, mass shootings, and suicides. We urge you to ensure adequate funding and support for research on measures that reduce gun violence and promote gun safety.

Dramatically reducing firearm deaths is both achievable and urgent. We cannot afford to keep losing tens of thousands of Americans of all ages every year to this preventable crisis.
